In March 2020, consumers owed Eskom about R27bn, and this number was expected to continue increasing on a monthly basis. He said that while municipalities have embraced this suggestion, Salga has not been able to get Eskom to the party.The portfolio committee also heard that collection rates of municipalities for the services they render to residents will be significantly affected by the Covid-19 pandemic as far forward as the end of the next financial year, in June 2021.

He said the implementation of the regulations under which the lockdown was enforced places a “huge financial burden” on municipalities.
