On the carceral debt front, Helen Ho, a research director atat Harvard's Kennedy School, suggests instituting fines and fees that are proportional to income, as other countries do."On lower levels, there's things that individuals and nonprofits can do, which is setting up a clinic for ability-to-pay hearings.
