Absolutely depends on the strength of the currency. If the local central bank allows businesses to convert above the median rate against the dollar higher than commercial banks can, there's a possibility of being overcharged.

Perhaps a dumb question but what about ATM fees to get the local currency and/or the “cost” of having “leftover” local currency? I typically do a mix of both because I don’t like carrying that much local currency when traveling for fear of theft. Thoughts?
