If they are not grants or zero interest loans then they are not helping them. They are just helping put them into debt for something they have not control over. Banks are the ticks on our economic freedom and compound interest are the chains.
Any federal employee who has his or her check suspended for three weeks and they can't pay the rent, needs to take a course in money management. Hell, I could teach it. Here it is. ALWAYS live beneath your means and save.
