Afternoon Briefing: What’s in, what’s out of the debt limit bill

The commission is considering ending its 40-year contract with the city of Chicago providing Lake Michigan water to much of DuPage County. It would require DuPage to build its own intake, pipes and treatment center, to bring from the lake all the way to its Elmhurst pumping station.
