Treasury is taking a strong stand on government austerity. But there are some red lines which it cannot cross, writes Carol Paton.

Never before, in the democratic era, has so much been at stake in a budget. And never before has the ANC been this fragmented and the state so dysfunctional.

The ANC’s head of the Economic Transformation Committee, Mmamoloko Kubayi, accused Finance Minister Enoch Godongwana of acting"illegally" by giving instructions to provinces to curb spending. She accused him of usurping the power of the president. Among the solutions proposed were the closure of dozens and dozens of government programmes ; the restructuring of the state to reduce administrative costs, curbing the wage bill by reducing the number of employees, and tax increases.

While VAT increases are generally regarded as a lightning rod to trade unions and the organisations that lobby for and support the poor, the Treasury has spent lots of time arguing over the past few years that personal and company income taxes are at their limits. But it, too, is keenly aware of the negative economic effects of VAT increases, which would take money out of the economy when it is needed most.
