It wasn an issue of the screen writers it's an issue that the show runners wanted to end the series by Season 7 and 8 and that Martin failed to meet deadlines.
As funny as the petition is, having more competent writers wouldn't help. You need at least one more full season in order to have room for enough character development. Half the problem with seasons 7 and 8 was the rushed execution.

The entire final season seemed rushed, whether because of budget or schedules - I don’t know. But after 7 seasons of meticulous storytelling, Season 8 seemed a bit over-contrived, trying too hard to be unpredictable. It ended up being irrational. It was great fun while it lasted.
