Opinion: Tuesday night’s federal budget will be, like the rest of the Morrison government’s response to the coronavirus pandemic so far, a set of programs steeped in pragmatism | Shaun Carney

In any case, with a tiny-target strategy driving his leadership, Albanese has rendered Labor so marginal to the daily back-and-forth of politics and policy discussion that there’s little he could say to grab the nation’s attention this week.

It picks winners, nominating six sectors – resources and critical minerals, food and beverages, medical products, recycling and clean energy, defence and space – that it will favour with $1.3 billion in grants. Several hundred million dollars will go into trying to strengthen supply chains. It’s hard to know whether this latest program will achieve what it sets out to. The time frame for its application – 10 years – is long, and when you divide $1.3 billion by six, it’s not much money per sector.

Morrison even engaged in some critical self-reflection last week when he unveiled his new program, volunteering that industry policy too often in the past had operated in a siloed framework, cut off from other policies.
