Immigrant kids will only play hockey if Quebec society stops thinking of it as a 'quebec thing'. Calling it 'national sport' goes completely against it and only fuels xenophobic sentiments.
I know nothing about hockey, but what is so expensive about it? I see kids playing on the streets all the time, all they seem to need is a goal, a puck and some sticks. (genuine question here).
Municipality’s charge an exorbitant amount for ice time. Perhaps the government should subsidize minor hockey ice times for all. We can all find used equipment but the ice costs they used to be a small part of hockey registration.
Same should be done with golf tennis and all other cost prohibitive sports. Can’t really say we have the best of the best, when the cost is so high

It's nice to see Quebec so welcoming to immigration and diversity.
It wasnt cheap for immigrant parents whose children wanted to play in the 60s 70s 80s , you can get it done if the will is there, lots of help out there.
Why is this important?
The very FIRST STEP, would be 'NOT' calling it Quebec's 'NATIONAL' Sport! You wanna call it that then separate so the term national will apply
