Sure. They see all the money flowing in without society collapsing. The war on drugs is immoral and imbecilic. It probably wouldn't exist if the government and aristocracy weren't behind the smuggling in the first place.

As long as the government is testing samples from mass produced marijuana, by black market vendors, then said results will ALWAYS be null and void...
